Accountability

MDS is accountable to those who will be affected by its decisions or actions.  Accountability cannot be enforced without transparency and the rule of law.

Consensus-oriented

MDS will endeavour to achieve consensus decision making recognising that there are many viewpoints in a given society. Good governance requires mediation of these different viewpoints to reach a broad consensus on what is in the best interest of MDS and its’ stakeholders. MDS understands that this can only result from an understanding of the historical, cultural and social contexts of the community.

Effectiveness and efficiency

MDS processes aim to produce results that meet the needs of all stakeholders while making the best use of the resources at their disposal. The concept of efficiency also covers the sustainable use of natural resources and the protection of the environment.

Equity and inclusiveness

MDS will ensure that all its stakeholders feel that they have a stake in it and do not feel excluded. We are continually working to make MDS and the community an inclusive and diverse place to work and live.

Participation

MDS recognises that participation from all stakeholders is crucial to good governance and needs to be informed and organised, with freedom of association and expression.

Responsiveness

Good governance requires MDS and its’ processes try to serve all stakeholders within a reasonable timeframe.

Rule of law

Good governance requires adherence to legal frameworks that are enforced impartially. It also requires full protection of human rights, particularly those of minorities.

Transparency

Transparency means that decisions made and their enforcement are achieved in a manner that follows rules and regulations. It also means that information is freely available and directly accessible to those who will be affected by such decisions and their enforcement. It also means that enough information is provided and that it is provided in easily understandable forms and media.
